介紹一下昨天句子的背景：
一款藥品(treatment)上市，得有標(biāo)準(zhǔn)：確定(certainty)的療效(efficacy)得達(dá)到一定要求才能被批準(zhǔn)上市;研制藥物需要大量的實(shí)驗(yàn)，也就需要大量的時(shí)間，才能達(dá)到相關(guān)標(biāo)準(zhǔn);一款藥可能得20年，其療效才能達(dá)到99%的確定性標(biāo)準(zhǔn)，才能得以上市。但其實(shí)這款藥只需要5年的研制，其療效的確定性就已經(jīng)可以達(dá)到80%;那么可不可以讓療效只有80%的這款藥品提前上市?這樣做會(huì)不會(huì)更符合病人的利益?這對(duì)于政策的制定者來(lái)講就是一個(gè)權(quán)衡(trade-off)。

科研發(fā)展的趨勢(shì)一直是考研的重點(diǎn)，今天的文章來(lái)自昨天的大西洋月刊。但是和2001年考研真題的一篇文章，1999年第五篇文章，2012年第三篇文章類(lèi)型完全一樣，內(nèi)容也非常相似。大家可以看一下這三篇真題，感受一下，時(shí)間在變遷，但我們面對(duì)的問(wèn)題是一樣的。
